Claim: Japan and India signed a contract allowing 50 million Hindus to settle in Japan.
Verdict: False
On the paper: The PMO Action Plan of 29 August 2025 sets a two-way exchange of more than 500,000 personnel in five years, including 50,000 skilled personnel and potential talents from India to Japan. Religion and settlement do not appear in that text.
New Delhi — 28 August 2026. Last updated 29 August 2026.
Moving 50 million people of one religion into Japan would need new legislation and a formal notification in both countries. Neither document exists. Japan’s population is about 123 million; 50 million would be larger than Argentina’s (about 46 million in 2026). Viral posts are working off a caption, not a gazette. On the Prime Minister’s Office page, the recorded target is smaller by three orders of magnitude.
How 50,000 became 50 million
X account @CoinMarginalX posted a clip on 21 August 2026 with this line: “NEW: Japan and India signed a contract to allow 50 millions Hindus to settle in Japan.” That post is still live. Next day, 22 August, the same account posted a correction: the actual figure is 500,000 people exchanged — not 50 million. What kept travelling was the original caption, not the correction.
After the India–Japan annual summit in Tokyo on 29 August 2025, the government published the action plan in full on pmindia.gov.in. Its headline and first operational paragraph read:
“Two-way exchange of 500,000 personnel in 5 Years, including 50,000 skilled personnel and potential talents from India to Japan”
“The two countries have set an aspirational target of the exchange of more than 500,000 personnel in both directions in the next five years, including 50,000 skilled personnel and potential talents from India to Japan, to create a new wave of people to people exchanges between India and Japan.”
Compared with 500,000, the caption’s 50 million is 100 times larger; compared with 50,000 it is 1,000 times larger — a thousand-fold exaggeration. Religion is not mentioned in the document at all. Students, researchers, Specified Skilled Workers, Japanese-language trainees, JET teachers, Sakura Science visitors, and industry internships are the categories it names.
The video is a different meeting
Under that 21 August caption sits a clip that is not the 2025 Tokyo summit. Alt News identified Union Defence Minister Rajnath Singh and Japanese Defence Minister Shinjiro Koizumi signing papers in New Delhi. According to the Press Information Bureau’s India–Japan Joint Press Statement of 20 August 2026, those papers were a Memorandum of Arrangement on Maritime Security Cooperation. Sea lines, naval visits, exercises, maritime domain awareness, search and rescue, and HADR are what that statement covers. Hindus, settlement, and 50 million people are not.
Former Jammu and Kashmir DGP Sesh Paul Vaid amplified the 50-million caption on X, Alt News recorded, to about 92,000 views, then deleted the post. That deleted post is not a source for the numbers; the PIB statement is. Similar viral captions this month — a real handshake, a false sentence — include the claim that India asked Israel for a defence pact after Mecca.
Two unrelated documents, two different years. People-to-people exchange, written in Tokyo in 2025, is one file. A defence maritime memorandum, signed in Delhi in 2026, is the other. Viral posts attached the 2025 exchange figures to a 2026 video that has nothing to do with them.
Parliament confirmed the same 500,000 figure in July
Minister of State for the Ministry of External Affairs (MEA) Kirti Vardhan Singh answered Rajya Sabha MP Sujeet Kumar in writing on 30 July 2026. Firstpost and the Hindustan Times quote him repeating the Action Plan’s 500,000 both-ways target, including 50,000 skilled personnel from India to Japan. Restated in Parliament eleven months later, that 2025 figure still carries no mention of religion or settlement.
What the Action Plan actually covers
Listed objectives include Japanese-language education in India, the JET programme, Sakura Science, LOTUS, Specified Skilled Worker test centres, and state–prefecture matching. Japanese students, researchers and staff also count toward the headline total, because the plan is two-way. Language training, skilled-worker visas, and student and industry exchanges, at the scale already published, are what is actually under way. No Japanese Diet bill, Gazette of India, or PMO page records a 50-million settlement. Other viral number-swaps this month — a ₹4,000 PM-KISAN “Rakhi instalment”, a fake Trump line on Indian EVMs — follow the same habit: take a real scheme or a real clip, then change the figure.
Swipe sideways on a phone. First column is the claim; the other two are the record.
Read the Action Plan on pmindia.gov.in and the maritime memorandum at PIB PRID 2301459. Neither file matches the 50 million Hindus Japan caption.
